Why Industries Still Struggle to Conduct Accurate Job Safety Analysis (JSA)

A generic job can have a generic JSA. But in reality, no job is truly generic. Every task has unique risks, and every JSA should reflect them.



Job Safety Analysis (JSA) is one of the most effective tools for preventing workplace injuries, equipment damage, environmental incidents, and production losses. Yet, despite its proven benefits, many industries continue to perform JSAs that are incomplete, generic, or merely a formality to satisfy compliance requirements. The result is that hazards remain unidentified, control measures are ineffective, and accidents continue to occur—even when a JSA was supposedly completed.

The issue is not that industries do not perform JSAs. The real problem is that they often fail to perform them accurately.






1. Treating JSA as a Documentation Exercise

A JSA should be a risk identification process, not a paperwork exercise.

2. Copy-Paste Culture

Many organizations use the same JSA repeatedly for similar jobs.

Without proper hazard recognition training, the JSA becomes incomplete.

Production deadlines often take priority over safety planning.

As a result, the JSA is rushed, reducing its effectiveness before work even begins.

Many industries confuse hazards with risks.

Without understanding the difference, suitable control measures cannot be selected.

7. Failure to Break the Job into Individual Steps

An accurate JSA analyzes every step of the work.

Instead, many organizations describe the entire task in one sentence.

Each step introduces different hazards.

8. Weak Control Measures

Many JSAs rely on vague statements such as:

  • Use PPE

  • Be careful

  • Follow procedures

These are not effective controls.

9. Lack of Regular Review

Industrial conditions constantly change:

  • New equipment

  • Different contractors

  • Modified processes

  • Weather conditions

  • Workforce changes

Yet many organizations continue using JSAs prepared years earlier without revision.

A JSA should be reviewed whenever work conditions change.

10. Limited Safety Culture

Organizations with a weak safety culture often view JSAs as obstacles rather than valuable planning tools.

Employees may feel pressured to complete the paperwork quickly instead of using it to identify and discuss hazards.

When management values production more than proactive risk management, JSA quality inevitably suffers.

11. Inadequate Training

Many workers receive little practical instruction on:

  • Hazard recognition

  • Risk evaluation

  • Control selection

  • Human error prevention

  • Behavioral safety

  • Dynamic risk assessment

Without competency, even the best JSA format cannot produce meaningful results.

12. Poor Leadership Commitment

Effective JSAs require active leadership.

When supervisors:

  • Conduct toolbox talks,

  • Encourage worker participation,

  • Verify hazards on-site, and

  • Stop unsafe work,

the quality of JSAs improves significantly.


In many incident investigations, it is common to find that a JSA existed—but it failed to identify the actual hazard that caused the accident.
